I discount the shield because I assume anyone using this could just simply use it as an arm and use two weapon fighting (or something similar).

The idea behind it is it can substitute for a shield and weapon, allowing the character two free hands while still being considered armed. I've homebrewed a rather cool item (in my opinion).
